Shipping vehicles and powered equipment as dangerous goods

An excavator, a scooter, a generator — anything with a battery or a fuel system is Class 9. The UN numbers for vehicles and machinery, and what carriers require.

The heavy-equipment shipper’s surprise: the machine itself is the dangerous goods. An excavator, a loader, a generator, an e-scooter, a fork lift — if it has a fuel system or a battery, it moves as Class 9 dangerous goods. Not the fuel drained into a separate drum; the vehicle. Here’s how that works and what carriers require.

Why a whole machine is “dangerous goods”

In transport terms the hazard isn’t the machine working — it’s the fuel in the tank and the energy in the battery sitting in a container or a hold. So the regulations assign vehicles and self-propelled equipment their own UN numbers, based on what powers them:

  • UN3166 — Vehicle, flammable liquid / flammable gas powered, or fuel cell. The combustion case: anything with a petrol or diesel engine — cars, loaders, generators, compressors.
  • UN3171 — Battery-powered vehicle or equipment. Historically the wet-battery / non-lithium case.
  • UN3556 — Vehicle, lithium-ion battery powered (and UN3557 for lithium-metal, UN3558 for sodium-ion). The electric case: EVs, e-scooters, battery machinery.

A machine that has both an engine and a lithium battery is classified by the rules for the combination — get it identified correctly before booking.

What carriers require

Acceptance of a powered vehicle or machine turns on a few practical points:

  • Fuel management. Carriers set limits on how much fuel may remain and require the system to be secured against leaks; some lanes want tanks near-empty. The exact rule depends on mode and carrier.
  • Battery security. Terminals disconnected or protected against short circuit, batteries secured against movement, lithium batteries meeting their own Class 9 requirements — see the lithium guide.
  • Securing and no leaks. The machine braced so it can’t shift, with no fluid leaks.
  • A dangerous-goods declaration where required, matching the machine’s actual configuration.

Where DG meets project cargo

Powered equipment is often also oversized — an excavator or crane is both Class 9 and out-of-gauge. That means the DG rules and the project-cargo rules apply at once: the right UN classification and fuel/battery handling, and flat-rack or breakbulk ocean, permits, escorts and rigging for the dimensions. Handled by separate vendors, that’s where things fall between the cracks — the DG desk doesn’t know the machine is over-width, the heavy-haul team doesn’t know the tank rules.
